After applying the most recent cumulative update to my Win 11 PC, it will no longer completely shut down and will not restart. It closes all apps and video but the lights and fan continue to run and it won't power off. I have to shut down using the power button. I ran"sfc/scannow" which repaired corrupted files but didn't resolve this issue.

It regularly won't shut down (via start -> Power -> Shutdown) or go to sleep (either via Start -> Power -> Sleep or by shutting the lid, which is set to put the computer to Hibernate in the power settings). Instead of shutting down/going to sleep, the screen goes black but the fan stays on.

First, what I did was to follow the first option about the power management. I unticked the box and saved the change and I shut it down, it seemed to have worked but I went to reverse the settings because leaving the box checked is windows default settings and you also recommended it. Then I followed the second option about the HiberBoot Enabler.

There can be a few reasons why your Windows 11 PC won't shut down. Firstly, Try using the standard shutdown methods like clicking the Start menu and selecting Shut down or using the power button on your PC case (if configured correctly). If the Start menu isn't responding, press Ctrl+Alt+Del, select the power icon, and Shut down.

Context: I sometimes have similar pop-ups to the discussion above that says"Task Host Window prevents shutdown" whenever I shut down my laptop, and I kinda find this a little bit bothersome. Now, I have followed the steps mentioned in the discussion above (up to troubleshooting), but the problem lies at that part.

I started a Notepad, entered some text (without saving) and shut down the computer. I got the"This app is preventing shutdown" message, hit Cancel, which took me back to the desktop, and opened the Event Viewer. I did this a lot of times. In most cases I did not find that message. I got only these:
